It's a different universe indeed: the Crime Syndicate was created in the comics in the 60s, while the Justice Lord was created in the JL animated series, and apparently brought into the comics by Grant Morrison in 2015 (thanks Wikipedia). IIRC, the Crime Syndicate is all about a world where heroes and villains are reversed.
