If you get the “Educated” perk (which pays off a lot more in the long run) and collect all the skill books, you can get all skills to 100 by the time you’re level 50 with just 8 intelligence. It’s much more worth it to get “Small frame” or “Built to destroy” in my opinion. WebComprehension allows you to pass hard skill checks faster, and gain more skill points than Educated (especially with a 35 cap), but neither are truly necessary. But you don't need Charisma; you just need the Speech skill.
